Shannon Willis Locke
Shannon Locke graduated from Macalester College with honors in 1996. After working at a Fortune 500 company for three years, he attended the University of Arizona Law School and graduated in 2002. As an Assistant County Attorney in the Pima County Attorney’s Office, he prosecuted for the Misdemeanor Unit, the Vehicular Offenses Unit, the Property Crimes Unit and the Gang Unit. During his time with the Pima County Attorney’s Office, Mr. Locke first chaired fifty jury trials ranging from misdemeanors to gang crime. In 2005, Mr. Locke was the only prosecutor in Pima County to successfully first-chair two first degree murder trials.
Javier M. Garcia
As a former San Antonio Police Officer, Javier Garcia is an attorney with insight and experience to understand and navigate the criminal justice system. Mr. Garcia attended Thurgood Marshall Law School of Texas Southern University, graduating in May, 2009 with his Juris Doctor. He received his Texas Bar License to practice law in May, 2010.
Barry Dean Elliot
Barry is a graduate of the University of Kentucky where he obtained a B.A. in History and a Minor in Political Science. After serving as a Spanish linguist in the U.S. Navy, he worked as bilingual teacher in Uvalde, Texas. Barry later served as legislative aide to State Representative Trey Martinez Fischer of San Antonio while earning his Master’s degree with distinction from the University of the Incarnate Word.
He graduated from St. Mary’s University School of Law. While in law school Barry had the opportunity to serve as an intern to United States District Judge W. Royal Furgeson and later with the White Collar Crime Section of the Bexar County District Attorney’s Office.
Jennifer Warren Silva
Jennifer Warren Silva graduated from Texas A&M in 1999, majoring in International Studies with emphasis on Latin America and minoring in Business Administration. After employment in the corporate, legal and non-profit sectors, Jennifer entered Thurgood Marshall School of Law in 2003. She law clerked for the Honorable Martha Hill Jamison in the 164th District Court as well as for the Federal Trade Commission. She received her Juris Doctorate in 2006, graduating with honors. Jennifer then accepted an Associate's position at the Law Office of Armando Martinez in San Antonio, Texas where she honed her legal skills practicing family, criminal defense and immigration law. In 2008, Jennifer hung her own shingle developing a thriving practice. She quickly earned a reputation for hard work, compassion, and jury trial success. In the Spring of 2015, Jennifer Warren Silva and Shannon Locke created the Locke Law Group, forming a client-centered law firm that addresses the needs of people facing criminal, family, and other civil matters.
