What you are seeing when you see this is just a code, it is not a formal charge or an information (the document that brings you to court).

If officers don’t make an arrest at the scene they will file a police report. Usually, this occurs when someone calls the police after the other person has left. After they conduct their investigation they take their file to the District Attorney’s Office.
